THIS IS NOT A REQUEST FOR PROPOSAL (RFP). AWARD OF A CONTRACT WILL NOT BE MADE AS A RESULT OF THIS NOTICE. ADDITIONALLY, CONTRACTORS WILL NOT BE COMPENSATED FOR COSTS RELATED TO RESPONSE PREPARATION AND/OR SUBMITTAL.


Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) has a requirement for a climate controlled, portable Submarine Maintenance Enclosure (SME). The SME shall consist of, but not limited to, two (2) Side Towers, one (1) Aft Tower, and one (1) Roof Structure. The SME shall be used in an outside industrial environment to provide weather protection and work accessibility for Government personnel, equipment and ship security to submarines in dry dock.


It is the Government's intent that a single primary Contractor to be awarded this contract and be responsible for the accomplishment of all work specified herein; the design, fabrication, transport, assembly and installment of the SME.


The Government requests offeror's recommendation for CLIN structure for this requirement.


The anticipated period of performance is 1 May 2018 - 1 October 2020.


Interested parties/potential offerors are encouraged to respond to this notice with questions and comments no later than 22 November 2017 0700 Hawaii Standard Time. Interested parties/potential offerors are encouraged to submit a capabilities statement not to exceed 3 pages.
