This project is legislatively mandated, and like all apportionment activity, is critically necessary for the accurate funding of pupil transportation for school districts.
Geographic Information System (GIS)
The current funding formula is based, in part, on radius miles from bus stop locations to destination for the school district. As such, OSPI required school districts to submit latitude and longitude information for both bus stop locations and destinations. In order to compute this funding attribute, no GIS system was required.
One determining funding factor within the new pupil transportation funding formula is the average driving distance from all school bus stops to destinations for a particular school district. This factor is to be derived based on usable road miles from each bus stop location to the destination. In order to make this determination, a GIS system is required.
OSPI also wants to provide school districts with the ability to review bus routes and review and correct bus stop locations within a graphical GIS interface. This will be a particularly important capability to school districts without their own transportation routing software.
