In conjunction with Public Law 109-461, the Office of Construction and Facilities Management (CFM) are seeking vendors in the following:

STATEMENT OF WORK

Title of Project: Structural Health Monitoring (SHM) Review Workshop and Model Update

Scope of Work: The Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM) is seeking services from an organization specializing in developing consensus and expert opinions on structural engineering issues related to natural hazards. The contractor will conduct an independent review of Structural Health Monitoring (SHM)l, highlighted by conducting a targeted technical industry review workshop and an Option award to recommend improvements for a future version of SHM.

Background: The Department of Veterans Affairs (VA) is working with the US Geological Survey (USGS) on developing a near real time post-earthquake building safety assessment Structural Health Monitoring (SHM) tool, for its densely instrumented critical VA buildings. SHM utilizes post-earthquake building response data to provide an early post-earthquake damage inspection priority. The version currently under development primarily achieves this by comparing actual displacements from multiple accelerometer sensors in instrumented VA critical and essential buildings to performance based drift limits used in ASCE 41, but other outputs such as shear wave velocity and base shear computation are alternative approaches currently being implemented. The purpose of this system is to provide VA with a post-earthquake damage alert system that will provide practical alerts to VA central office and facility engineers, and emergency management officials.
