MEMORANDUM FOR INDUSTRY


SUBJECT: SYNOPSIS OF PROPOSED CONTRACT ACTION FOR STREAMING ADAPTATION SERVER (SAS) software LICENSESREFERENCE: FAR 8.405-6(a)(1)(i)(B), FAR 8.402(f), FAR 5.201(b)(1)(i)

In accordance with FAR 5.201(b)(1)(i), this notice of proposed contracting action is hereby publicized as follows. The content of this notice is in accordance with FAR 5.207, Preparation and Transmittal of Synopses.


The Air Force Life Cycle Management Center, Theater Battle Control Division, 05 Eglin Street, Hanscom AFB, MA 01731 intends to issue a sole source Request for Proposal (RFP) and contract award to Raytheon Solipsys in accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Government has a requirement for the acquisition of Raytheon Solipsys' SAS commercial software licenses for the Control and Reporting Center (CRC) Operations Module (OM) Modification (Mod). The SAS is a software package that provides the ability to modify a data stream from myriad sources, potentially adapt the data contained in the stream and then deliver the modified stream as necessary to different destinations within Multi-Source Correlator Tracker (MSCT).  MSCT software serves as the software backbone of the Battle Space Command and Control Center (BC3) and the OM Mod.  MSCT software is operationally certified under the Air Force Central Command (AFCENT) BC3/BC3-Expeditionary and Mobile Training Suite (MTS) systems which are currently conducting worldwide operations. MSCT, as the key engine of the BC3, has undergone extensive testing prior to fielding in a combat environment. This software processes radar and data link inputs to increase battlespace awareness for CRC operators.


The OM Mod system has been developed, tested, and proven using the SAS and MSCT. The CRC OM Mod requirements were derived with the purpose of bringing the CRC baseline into alignment with the BC3 systems currently being used in deployed environments. This baseline is heavily based on the MSCT suite of software, including SAS, at its core. A departure from that software would result in a failure to meet core requirements. 


The Government anticipates RFP release in June 2015. The proposed contract award number for this action is FA8730-15-F-0029. This requirement has an estimated award date of July 2015.


Any entity believing they can provide the requirement as described above should contact the contracting officer and the buyer within 15 days of this posting with a company description no longer than 2 pages which describes the company's capability to meet this requirement.
