Strategic and Financial Assistance

For the Agency to determine the financial, legislative, and engineering feasibility of implementing alternative contracting methods, outside expertise and assistance is needed. Therefore, the Agency is seeking proposals from qualified Vendors capable of providing, through their own resources, or through a subcontractor: (1) financial modeling/analyses; (2) research and assistance in the development and review of legislation; (3) public outreach and education; and, (4) the development and implementation of policies and operating manuals related to alternative contracting methods, with a focus on DB , PPP, or other cost-effective alternative contracting methods the Vendor may identify.
