The Louisiana Board of Regents (BoR), working in tandem with the Louisiana Recovery Authority (LRA), is soliciting proposals from qualified proposers to provide professional services in developing a strategic plan to accomplish two separate but related objectives. The first objective is to establish guidelines for the Research Competitiveness and Educational Enhancement Program (RC/EEP). This program will use the U.S. Department of Housing and Urban Developments Community Development Block Grants (CDBG) funds for essential recovery activities at the postsecondary institutions most severely impacted by Hurricanes Katrina and Rita. The longer-range objective is to develop a statewide system to foster university technology development and commercialization. The strategic planning process will thus include two phases: a short-term phase in which a plan is devised to direct the CDBG-funded portion of the program, and a longer-term phase to determine a strategic plan for the statewide system.
