The Department of Defense (DoD) Strategic Environmental Research and Development Program (SERDP) Office is interested in receiving proposals for innovative research in the Munitions Response area as set forth in the Announcement of the SERDP Exploratory Development (SEED) program. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). Readers should note that this is an announcement to declare SERDP's intent to competitively fund research and development projects to establish proof of concept for innovative environmental technologies and methods in Munitions Response. These projects will be funded at a level not to exceed $200,000 in total cost and approximately one year in duration.

The Program Announcement and complete submittal instructions are found on the SERDP website at www.serdp-estcp.org/Funding-Opportunities/SERDP-Solicitations/Non-Federal-SEED-Proposal-Instructions. No request for proposals (RFP), solicitation, or other announcement of this opportunity will be made. It is the sole responsibility of the proposer to make certain the proposal is properly received by SERDP. Awards will take the form of contracts. The Government will not pay for any costs associated with the preparation of proposals.


To be eligible for consideration, readers wishing to respond to this announcement must submit a proposal in accordance with all instructions on the SERDP website no later than 2:00 p.m. Eastern Time on March 7, 2017. No electronic mail or faxed proposals will be accepted.


Multiple awards may be made to address this Statement of Need. It is expected that a minimum of one award of approximately $200,000 will result depending on availability of funds and quality of proposals submitted. Proposals will be evaluated against the factors noted in the instructions located on the SERDP website. Successful SEED projects may be requested to submit a proposal for follow-on work.
