Strategic Business and Marketing Plan for the continued development of the RISE Campus
NOTICE IS HEREBY GIVEN that the Enterprise and Empowerment Foundation of Norfolk State University ("E2F " or "the Foundation") will receive responses to our Request for Proposals from interested highly qualified consulting firms
specializing in the strategic business and marketing planning for research and technology business parks with the intent of awarding a contract for the creation of a Strategic Business and Marketing Plan to govern the continued development of the Research and Innovations to Support Empowerment (RISE) Campus. The chosen firm, in partnership with E2F, shall be responsible for consultation on Strategic Planning, Financial and
Demand Analysis, Economic Impact Analysis, Operational Planning, Tenant Selection, Intellectual Property Commercialization, Establishment of Incubation Programs, Marketing, Master Planning, and Infrastructure and Facilities Planning for a 25-acre business and technology park devoted to the promotion of applied research and technological
innovations. This new business and technology park will be located at the corner of Brambleton Avenue and Park Avenue across from Norfolk State University's main campus near Downtown Norfolk.
The Foundation, working in conjunction with the City of Norfolk and its agent, the Norfolk Redevelopment and Housing Authority (NRHA), envisions that this new business and technology park will blend the economic development needs and goals of the City of Norfolk, the Hampton Roads region, and the Commonwealth of Virginia with the business and knowledge requirements of
the companies that will ultimately reside on the RISE Campus.
