DESCRIPTION: Stony Fork Campground Water Treatment System Replacement.
The project includes, but is not limited to, the following Scope of Work:

1. Furnish all labor, materials, equipment and incidentals required to disconnect and remove the existing water treatment system equipment housed within a stand-alone water treatment building. The existing water treatment system will be properly disposed of off-site.


2. Furnish all labor, materials, equipment and incidentals required to install one modular, integrated Iron & Manganese removal water treatment system package, all related piping, valves, fittings, and electrical work and necessary controls, and all other appurtenances to provide a complete tested system as specified in the contract documents. A primary objective of the new water treatment system is elimination of the need for potassium permanganate currently used in the existing treatment works.


The treatment system shall be an automatic system complete with all chemical feed components necessary for pH correction and disinfection, contact tank(s), and multiple parallel iron and manganese removal filters with automated valves for treatment and backwash, a logic control system, water softener components, automated backwash valves, totalizer flow meter, electric wiring, process piping, isolation valves, check valves, pressure gauges, pressure relief valves, air-vac valves, sampling taps, all integrated into a complete automated system. The contractor must be able to demonstrate that the proposed water treatment system is capable of eliminating the need for high levels of caustic chemicals to reduce/eliminate iron and manganese to acceptable levels.


The system shall be installed within an existing stand-alone building and connected to the well water supply, finished waterline to storage tank, backwash disposal system, and electrical system.


It is the intent for the major components of the treatment system to be supplied by a Single-Source Supplier. An example of the treatment system shall be as follows: A specially packaged Multi-Filter AirCat System by Water Right Co. (or approved equal), with all accessories and equipment to include:


A.    New Multi-Filter AirCat System Specially Packaged
Individual Impressions Plus AirCat Units with Greensand
Individual Clack Valves
Individual Backwash Valves
System Controller with Cords


B.    Stenner 1" Dry Contact Meter


C.    Stenner Pump Control Module


D.    Water Softener Platform


3. Final commissioning of new water treatment system.


4. (1) One day on-site training presentation of new treatment system to Forest Service operators/personnel.


LOCATION: Stony Fork Campground is located in Wythe County VA, off of State Route 717, near Wytheville, VA. The address is: 109 Krenning Road, Wytheville VA 24382.


Directions from I-77: Take exit 47. Turn left onto State Route 717 and follow for 4 miles to Stony Fork Campground.


RANGE OF THE GOVERNMENT ESTIMATE: The Government estimate for this project is between $25,000 and $100,000. This does not mean that our estimate for the price of the work falls anywhere within that range; it means that our estimate is an actual number that lies at a specific point between those two values.


SITE VISIT INFORMATION: A pre-quote site visit will be held. Meet at the project location on Tuesday May 14, 2019 @ 10:00 am.


PERIOD OF PERFORMANCE: Contract time will be 30 calendar days from the effective date of the Notice to Proceed.


CONTRACTOR QUALIFICATIONS: Contractor must be registered in the System for Award Management (SAM) (http://www.sam.gov) to receive award of a contract.


SET-ASIDE: This project is a total small business set-aside. The NAICS code for this project is 237110; the small business size standard is $36.5 million.


BONDING INFORMATION: A bid bond IS NOT required for this project. 100% Payment Protection will be required to be submitted within 10 days by the successful awardee.


SOLICITATION DOCUMENTS: Solicitation 12339519Q0019 and related documents will be issued via FedBizOpps as a Request for Quotation and will be available for downloading on or around May 1, 2019 at the website address: http://www.fbo.gov. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor.
