Sterilizer Maintenance Services for the Washington DC VAMC
1. Introduction:
A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
B. This solicitation does not have any set-aside restrictions. The applicable NAICS code is 811219.
C. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-101. The full text of the provisions and clauses can be obtained from the following websites: http://www.acquisition.gov/far/index.html and http://www.va.gov/oal/library/vaar/.
2. Responding to this solicitation. Offeror must submit its quote via email to James.Whisner@va.gov. Offeror must provide the following information with its quote:
A. Information that demonstrates the Offeror s field service technician(s) are trained and experienced in performing preventive inspections and maintenance services on the types of Getinge and Steris/AMSCO sterilization equipment at the Washington DC VAMC (e.g., training completion certificates, years of experience);
B. Information that specifically illustrates what is included and excluded in the preventive inspection and maintenance services being offered (e.g., does service fee include scheduled parts replacements such as filters, gaskets, etc.?);
C. Unit prices for all CLINs (see below for CLIN descriptions) and total quote amount; and
D. Offeror must send the Past Performance Questionnaire (PPQ) that s attached to this notice to its references and ensure that the references submit a completed PPQ to James.Whisner@va.gov by the closing date and time of the solicitation. The first 3 completed PPQs received will be used for evaluation purposes and all other additional questionnaires received for the same Offeror will be discarded without consideration; likewise, questionnaires received after the solicitation closing date will be discarded without consideration.
3. Date & time quotes are due: April 24, 2019 at 11:00 AM EDT.
4. Evaluation-Commercial Items. The Government intends to perform a comparative evaluation of offers in accordance with FAR 13.106-2(b)(3) to determine which offer provides the best benefit to the Government. The Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum, but is not required to select a response that exceeds the minimum if it provides no value or benefit to the Government. The Government will evaluate quotes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
5. Description of Work:
A. The Contractor will provide all resources necessary to perform quarterly preventive inspections and annual preventive maintenance services on sterilization equipment located at the Washington DC VA Medical Center. The sterilization equipment includes (1) Getinge 533 LS sterilizer, (1) Getinge 733 LS sterilizer, and (2) Steris/AMSCO Century V116 sterilizers.

7. Offeror Representations and Certifications. Offeror must include a completed copy of the provision at 52.212-3. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
