Steel and Aluminum Plates
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation Number W81EWF41393321 is being issued as a Request for Quote (RFQ) with intent to award as a simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75. This requirement is a 100% set aside for Small Business Concerns under North American Industry Classification System (NAICS) code for the procurement is 423510 with a Small Business standard size of 500 employees. The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) Contracting Office, has a requirement for the purchase of steel and aluminum plates.
The plates requested are materials specifically chosen by the National Ground Intelligence Center for data collection. The steel plates are to be Rolled Homogeneous Armor MIL-A-12560 class 1 grade. The aluminum plates are to be ASTM B209 6061-T6 grade. The RHA steel and T6061 aluminum requested will be used as targets and meet the target characteristics set forth by the sponsor for research. The targets will be used to conduct field experiments of forensic signature data collection. Delivery on this request should be no later than 45 days after award and delivered to Engineering Research and Development Center Building 3273, 3909 Halls Ferry Rd. Vicksburg, MS 39180.

Award shall be made to the responsible offeror whose quote is determined to be Lowest Price Technically Acceptable. FAR Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors must include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
