This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is DJF-19-0200-PR-0007880 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 332111 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted and will end on 2019-09-25 11:00:00.0 Eastern Time or as otherwise displayed at www.UnisonMarketplace.com. FOB Destination shall be Quantico, VA 22135The Federal Bureau of Investigation requires the following items, Meet or Exceed, to the following: LI 001: 12 X 12 SQUARE Target shall be constructed from one continuous plate of welded AR500 steel. Strike plate shall be made from 3/8 inch Brinell value 500 steel (AR500). Angle iron specified in drawing shall be ASTM A500 steel. There shall be a two inch square angle at the base for insertion into a base plate (**SEE MEASURED DRAWING AND PHOTOGRAPHS**) which is a two inch square. **SEE MEASURED DRAWING AND PHOTOGRAPHS**, 40, EA;LI 002: 12 X 18 RECTANGLE Target constructed from one continuous plate of welded AR500 steel. Strike plate shall be made from 3/8 inch Brinell value 500 steel (AR500). Angle iron specified in drawing shall be ASTM A500 steel. There shall be a two inch square angle at the base for insertion into a base plate (**SEE MEASURED DRAWING AND PHOTOGRAPHS**) which is a two inch square. **SEE MEASURED DRAWING AND PHOTOGRAPHS**, 40, EA;LI 003: SILHOUETTE or BOTTLE (QIT) Target constructed from one continuous plate of welded AR500 steel. Strike plate shall be made from 3/8 inch Brinell value 500 steel (AR500). Angle iron specified in drawing shall be ASTM A500 steel. There shall be a two inch square angle at the base for insertion into a base plate (**SEE MEASURED DRAWING AND PHOTOGRAPHS**) which is a two inch square. **SEE MEASURED DRAWING,PHOTOGRAPHS, AND TABLULAR DIMENSIONS FOR COORDINATES**, 40, EA;LI 004: SHIPPING, 1, EA;Solicitation and Buy Attachments***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.UnisonMarketplace.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.***For this solicitation, Federal Bureau of Investigation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Federal Bureau of Investigation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. The offer must provide within its offer the number of days - not to exceed 30 - required to make delivery after it receives a purchase order from the buyer.In addition to providing pricing at www.FedBid.com for this solicitation, each Offer must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/.To be considered for award, all Sellers must be manufacturer/ Federally authorized distributors of the equipment/services they are offering with a demonstrated capability of delivering the entire order within the time frames specified by the Buyer on the award. Sellers may be required to provide documentation as proof of authorization to be considered for award.First article inspection shall be performed on the first article produced. The contract shall include specific instruction in the acquisition documents regarding arrangements for examinations, approval of first article test results, and disposition of first articles. The Government reserves the right to waive the requirement for samples for first article inspection to those bidders offering a product which has been previously acquired or tested by the Government and that bidders offering such products, who wish to rely on such production or test must furnish evidence with the build that prior Government approval is presently appropriate for any resulting contract.

Contractor shall provide first article for inspection at no cost to the Government. The article shall remain the property of the Government. The Government will determine from the first article if the remainder of the order shall be placed. The Government reserves the right to cancel the procurement based on the rejection of the first article.
