The Army Contracting Command - Rock Island (ACC-RI) intends to issue this Request for Proposal, W52P1J-14-R-3046, to the Army Single Face to Industry Website (ASFI) at http://acquisition.army.mil/asfi/ on or about July 15, 2014 with a closing date of 30 days after issuance. This procurement will be a firm-fixed price, Competitive, Small Business Set-Aside. The requirement is for a base quantity of 45,200 lbs of Stearic Acid and a 100% Option Quantity to be exercised within 12 months from the date of contract award. The applicable NAICS code is 325180 with a small business size standard of 1,000 employees. FOB: Destination, Pine Bluff Arsenal, Pine Bluff, AR. All contractors who provide goods/services to the Department of Defense (DoD) must be registered in the System of Award Management (SAM). If you are not registered in SAM, you cannot be awarded a DoD Contract. The internet site for registering in SAM is https://sam.gov/. You may also contact the SAM Customer Service, Federal Service Desk at 1-866-606-8220. Also, a new procedure for accessing restricted and unrestricted technical data through a website is in effect. The ACC-RI will no longer make Technical Data Packages (TDPs) available to order via CD-ROMS. TDPs will be obtained electronically via the link(s) in clause 52.211-4502 which will direct you to the Federal Business Opportunities (FBO) website. Contractors must have an FBO account prior to accessing any TDP(s).
