This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS (http://www.fbo.gov). The Request For Quote (RFQ) number is FA671219QA001. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-100. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 333912 and the Small Business Standard is 1,000 Employees


The proposed contract is 100% set aside for Small Disabled Veteran Owned Business (SDVOSB) concerns.

Award shall be made on the evaluation basis of Lowest Price Technically Acceptable.


The Pittsburgh 911th Airlift Wing located in Coraopolis, PA is seeking quotes from SDVOSB's for the following:


CLIN 0001: (all Qty's are 1)
-Stationary Nitrogen Generator SNG II-40815 (or equal)
-Spares kit for SNG II-40815, PN: Spares Kit 0244 (or equal spares kit)
-Regulator Panel w/two outlets, PN: RCK-34/REG PNL 2 outlet (or equal)
-Storage assembly to hold 6 nitrogen bottles
-High Pressure hose (from nitrogen generator to storage)
-Training/Commissioning


NOTE: Per FAR 52.211-6, Brand Name or Equal: Any brand name or equal must meet the following essential salient physical, functional and performance characteristics:

Capabilities:
System must be capable of producing nitrogen gas up to 99.9% or better purity. Must be capable of service pressures of at least 5000 psi or more.

Refer to FAR 52.211-6 for guidance on what an "equal" quote must contain. Any quote offering an "equal" nitrogen generator must comply with the requirements in 52.211-6 to be considered. Quote submissions for an "equal" nitrogen generator must clearly demonstrate how the "equal" nitrogen generator meets the essential Salient characteristics described above. Quotes that do not show this will be deemed non-responsive and not considered for award.

52.212-2, Evaluation - Commercial Items is applicable to this procurement.
The Government will award a contract resulting from this solicitation to the
responsible vendor whose quote conforming to the solicitation will be most
advantageous to the Government, price and other factors considered. Quotes
will be evaluated based on the following criteria:
