State-Owned Housing Real Estate and Rental Rate Appraisals
This Request for Proposal (RFP) is to solicit Bids from Real Estate and Rental Property Appraisers to 1) appraise multiple types of residential dwellings, i.e., mobile homes, mobile home pads, trailer and trailer spaces, single family homes, apartments and dormitories/studios, etc., at fair market value (FMV), and 2) appraise the rental rate for these properties. The State of California owns and leases real property residences statewide (53 of 58 counties) for private use by state employees. A number of these locations are in rural or remote areas. There are twelve state departments with an estimated 1800 units.
The successful bidder(s) would be expected to conduct FMV assessments for these properties and have a working knowledge of property and rental values in the respective areas and neighborhoods. The appraiser must possess a current license as a Residential, Certified Residential, or Certified General; possess a valid Appraiser's Certificate issued by the State Board of Equalization; be licensed to do business in the State of California; have experience in the appraisal of real property for tax purposes; and possess the professional, financial and administrative capabilities to provide the proposed services.
