General Information: The U.S. Army Corps of Engineers, Rock Island District, is seeking businesses that are capable of providing the following: Repairs to the Upper Guidewall at the Starved Rock Lock & Dam in Utica, IL.

CONTRACT ESTIMATED RANGE: $1,000,000 to $5,000,000

This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work.

Project Description: Starved Rock Upper Guidewall Repairs Phase II. The work shall include, but is not limited to, concrete removal, vertical and horizontal concrete resurfacing on upstream guidewall (including pre-cast panels for vertical surfaces); removal and replacement of armor plating on guidewall; removal and reinstallation of a new traveling kevel rail; removal and installation of new checkposts. Contract options may include removal and replacement of handrail along guidewall and potential relocation of electrical items.

The work involved for concrete demolition, horizontal and vertical concrete resurfacing, removal and reinstallation of the traveling kevel rail, and installing armor plating requires several areas of specialized construction, and sufficient resources and expertise. There will be a localized cofferdam that will need to be designed, installed, dewatered and maintained by the Contractor. The use of floating marine plant and crane will be necessary to work on the guidewall. Access to land will be extremely limited within the work area. Additionally, this work will need to be completed while maintaining navigation through the lock.

This will be a construction contract to be constructed during the spring/summer of 2018. Construction will take place in the wet, with work anticipated to be performed from a floating plant. Divers may be necessary to support pre-cast panel and/or armor installation.

All interested, responsive, and responsible SAM Database registered businesses are encouraged to participate in this sources sought by emailing the required information below to the point of contact listed above. If you are not SAM registered, please do so at www.sam.gov.

Interested businesses shall include the following information for this Sources Sought announcement:
1. Company name, address, point of contact, phone number/email address and CAGE Code.
2. Company's interest if a solicitation for this project is issued.
3. Firm's intent to be a prime contractor or subcontractor.
4. Company's business category and size.
5. Company's capability to perform on the project description outlined above.
6. Provide a maximum of two examples of projects similar in size, scope and complexity with a brief description of each project, customer name, timeliness of performance, contract number, customer satisfaction and the dollar value.
7. Address your firm's plan to include small business participation to the maximum extent practical on a project of this size and nature.
8. Provide suggested small business goals which maximize small business participation on this particular project.

Minimum Technically Acceptable Contractor Expertise Criteria: A potential Contractor must demonstrate through experience, references, project lists, or reports, they possess relevant resources and capability of the following items:

- Experience designing, installing, dewatering and maintaining cofferdams.
- Ability to use divers.
- Experience utilizing floating plant, including crane capability.
- Include experience performing under tight timelines in a relatively constrained work site.
- Identify what work is to be performed by sub-contractors.
