52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997)
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of generator fuel transfer and delivery at the St. Cloud VA Healthcare System located at 4801 Veterans Drive, St. Cloud, MN 56303. To assist interested parties, a brief/general description (not all inclusive) is provided below:
OVERVIEW
Pump fuel out of 3 separate 1000-gallon underground storage tanks with various levels of product. Refill with new fuel. One tank will require the pulled fuel oil to have a moisture control additive/treatment added.

REMOVAL AND REFILL
Emergency Generator 103;
656 gallons to be removed. Refill this tank to 90%, approximately 900 gallons.

Emergency Generator 99;
622 gallons to be removed. Refill this tank to 90%, approximately 900 gallons.

Emergency Generator 97;
690 gallons. Refill this tank to 90%, approximately 900 gallons.
** This fuel will need to be treated with Dry Tank moisture control additive (or equivalent) in the proper ratio of fuel/treatment mix. **

NEW FUEL FOR LOWLEVEL TANKS IN PORTABLES
These two generators are above ground and will need the winter blend. This fuel will also have to meet the fuel requirements listed below.

Emergency Portable Generator, Small (208V) approx. 100 gallons.
Emergency Portable Generator, Large (480V) approx. 700 gallons.
TREAT AND TRANSFER/OFFLOAD
The removed fuel from Generator Tank 97 will need to have the moisture control additive added. All removed fuel will then need to be transferred and offloaded into our Boiler Plant main fuel oil tanks. There is an East and West tank that hold 40,000 gallons each. At the time of scheduled service, the tank with the lowest level of fuel will be identified and that tank will be used to offload the pumped fuel. One of the listed VA Contacts will have this information for you at the time of scheduled service. Distance from furthest fuel tank to be pumped is less than a B= mile to the offload location, all tanks are located on the VA Campus. There is enough room in either one of the boiler tanks to accommodate the pumped fuel.

FUEAL REQUIREMENTS
Ultra-Low Sulfur Diesel - ULSD #2, .015% sulfur max. To comply with our Clean Air Permit, the receipt must show ULSD and the % sulfur content. The receipt also must have the statement Oil complies with the specifications under the definition of the distillate oil in 60.41c . There are no exceptions to this requirement.

TIME STIPULATION
These are fuel tanks for emergency generators. Once the fuel has been removed/pumped out, it must be refilled immediately. This will require either two fuel wagons, a tandem trailer or trailer with divided tanks. Contractor to determine best practice. Work will be performed during regular business hours from 8:00 am to 4:30 pm. Entire job must be completed in one day.

OVERALL REQUIREMENTS
New fuel, 3500 gallons (ULSD #2, No Bio).
Removal of fuel, x3 tanks.
Refill with new fuel, x3 tanks.
Treat fuel with moisture additive for approximately 690 gallons before offloading.
Transport and offload pumped fuel into large underground fuel oil tank.
