SENIOR FINANCIAL SPECIALIST


The U.S. Department of the Treasury's Office of Technical Assistance (OTA) provides technical assistance in over 50 countries in five functional areas: economic crimes, government debt management and issuance, budget and financial accountability, banking and financial services and revenue policy and revenue administration. OTA is seeking a Financial Specialist for its Washington, D.C.-based headquarters. The person selected will be hired under a personal services contract and shall perform accounting functions and other financial related analyses to assist the Finance Manager in ensuring accuracy and timeliness of accounting records and reports and financial information for projects and activities in the Office of Technical Assistance. Please note: These are PERSONAL SERVICES CONTRACTOR positions; NOT civil service positions.


SCOPE OF POSITION: Includes, but not limited to:
-- Examine program office travel authorizations for compliance with Federal Travel Regulation and program office procedures.
-- Audit business travel vouchers. Resolve discrepancies. Coordinate the approval for all vouchers being processed for payment.
-- Act as point of contact with Treasury Fiscal Services on matters of travel system (Concur CGE) operations and reporting.
-- Perform data entry in the accounting system.
-- Reconcile accounting reports and request appropriate corrections.
-- Perform special research projects concerning financial and accounting aspects of program activities.


In addition, to provide back-up in the following areas:
-- Maintain expertise in Federal Travel Regulation and act as reference for Office of Technical Assistance travelers and staff in trip planning and processing travel authorizations.
-- Assist in creating ad hoc financial reports as requested from time to time and running of existing reports on monthly or quarterly basis.
-- Upload of the logistical support expenses data received from contractor to BFMIS and run reports as needed.


QUALIFICATIONS: B.A. in accounting or related field is desired. Knowledge of Treasury accounting system, 10 years of accounting or financial-related experience is preferred. Computer experience, spreadsheet, word processing, EXCEL and ACCESS are mandatory.

U.S. citizenship is required.


SALARY AND BENEFITS: In accordance with program regulations and based on demonstrated salary history, salaries range from $45.42 to $59.05 per hour. Candidates will need to be eligible to obtain and maintain an appropriate level of security clearance, potentially up to the level of Secret.
