REQUEST FOR INFORMATION

1.0 Description


1.1 The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in support of the Professional and Educational Programs is seeking information for an accredited academic institution of higher learning or a vendor with agreements with accredited academic institutions of higher learning that provides graduate level educational degrees and/or professional graduate level certifications.


1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is solely for information. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the ATF is not at this time seeking proposals and will not accept unsolicited proposals. For those who respond be advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released Federal Business Opportunities (FedBizOpps) website, it is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.


2.0 Background


a. Senior Management Executive Police Program - this program shall be between 2 to 3 week resident program in length for senior law enforcement executives with instruction in the latest management concepts and practices used in law enforcement organizations in government. It should include current topics on challenges that law enforcement executives face today. Please find program objectives, but not limited to the ones listed below. At the end of this executive program, the student should be able to:


b. Apply critical thinking and problem-solving.
c. Apply advanced management practices and effective leadership.
d. Develop awareness on management methods and resources necessary to support law enforcement organizations and operations.
e. Develop sources of consultation, advice and support in support of organizational operations.
f. Apply general management theory, policy development, planning processes, and organizational behavior.
g. Develop diversity policy, political management, organizational strategy, performance management, organizational change, leadership, and new policing strategies and innovations.
h. Apply managerial problem-solving, career planning
i. Conduct negotiation, process analysis, media relations



3.0 Requested Information - Interested parties are requested to respond to this RFI that includes breakdown and scope of an Executive Level Certificate with cost per semester hour and average cost per student for both programs.


4.0 Period of Performance (POP)


3.1 The PoP is anticipated to be one base year with 4 option years, contingent upon government funds.


5.0 Additional Information


4.1 Interested parties should respond to this RFI  that includes breakdown and scope of the Master's Degree and the graduate-level Certificate with cost per semester hour and average cost per student for both programs. Firms should include their Data Universal Numbering System number (DUNS), Business size and North American Industry Classification System (NAICS) code.

This Sources Sought Notice engages industry in order to refine the requirement and ensure a competitive acquisition strategy is developed. This is continued market research under Federal Acquisition Regulation (FAR) part 10. This is not a Request for Proposal (RFP) or Request for Quotation (RFQ).
All responses to this notice become Government property and will not be returned.


The information herein only initiates communication with industry in order to receive feedback and comments from industry on the Statement of Work (SOW) provided as an attachment to this notice. This notice also communicates potential vendors for industry research and development. A goal is to inform industry of the ATF direction regarding this program for its planning purposes.


No solicitation document exists at this time. This notice constitutes no Government obligation to procure these items or issue a solicitation. In addition, the Government has no obligation to pay for information or product samples provided in response to this notice and will not accept any responses as offers. Respondents should mark any proprietary information clearly and appropriately.


SUBMISSION DATES: Questions may be submitted until the close of business on March 23, 2018. Responses will be posted March 28, 2018. No telephone inquiries will be accepted.


All written submissions requested by this notice are to be submitted no later than 11:00  AM EST, April 6, 2018.
