Request for Quotation (RFQ)
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number for this requirement is AT26965 and is hereby issued as a Request for Quote (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98 dated 31 May 2018.
This requirement is being solicited as small business set-aside competition. The North American Industry Classification System Code (NAICS) is 541519 – Value added resellers with a Small Business Size Standard of 150 employees.
This requirement is for the procurement of speech recognition software; see attached for the list of items and descriptions requested under this RFQ:

The basis of award will be Lowest Priced Offeror meeting the technical specifications of the brand name or equal product. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including, but not limited to, the Contractor Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), the System for Award Management Exclusions, and Dun & Bradstreet (DNB). No additional past performance submission is required. Additionally, offerors must quote on all items to be eligible for award and provide the quote on company letterhead. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation.
The following provisions apply to this RFQ: FAR 52.212-1 Instructions to Offerors – Commercial and
FAR 52.212-3, Offeror Representations and Certifications- Commercial Items. Note: 52.212-3 shall be completed in the offerors System for Award Management (SAM) record. All interested parties MUST be registered in SAM in order to receive a contract award. Quotes are to be received electronically no later than 4:00PM Eastern Standard Time on Tuesday,
