The Army Contracting Command - Redstone is issuing this Sources Sought notice as a means of conducting market research to determine the feasibility of a competitive acquisition and to identify potential sources who can provide specialized engineering, analysis, test and technical services (SEATTS) to support various U.S. Army and other DoD organizations that use products, technology, and services unique to the Sikorsky, A Lockheed Martin Company H-60 product line not limited to all currently fielded variants on the H-60 Black hawk or any system for which Sikorsky is the original equipment manufacturer (OEM) or prime system integrator.  Services will be required for a five year period commencing upon contract award.
Services include:  (1) Engineering and Analysis; (2) Test and Evaluation Support; (3) other Technical Services.  Performance locations will vary.  The applicable North American Industry Classification System (NAICS) code is 541715 and the size standard is 1500 employees.  The Government will evaluate any/all responses received to determine if a competitive acquisition strategy is suitable for acquisition of stated services.  Interested parties who believe they have the capability to perform the required services are invited to respond to this notice and provide:  (1) Capability statement; (2) Business size, socioeconomic status as applicable; and (3) Contractor and Government Entity (CAGE) Code.  If the requested services have previously been provided or offered to the Government within the past three years, a description of the services and applicable Government contact info shall be provided.

This Sources Sought notice serves to notify companies of services required to support the H60 product line.  All responses shall be submitted in writing to the identified points of contact by the stated response date.  Responses to this Notice are completely voluntary.  Responses to this Notice will be used to validate the intended acquisition strategy which is to award a sole source contract under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.  A solicitation will be issued at a later date.  Responses to this Notice are required to be submitted not later than August 9, 2019.
