The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control, Division of Violence Prevention intends to award a sole source Firm-Fixed Price service contract for special journal issue to American Journal of Public Health (AJPH) 800 I Street, NW Washington, DC 20001-3710. This contract will be for 12 months from date of award.

The statutory authority for this sole source acquisition is FAR 6.302-1 (C) and HHSAR 306.302-1- Only One Responsible Source; and 41 U.S.C. 253(c)(1).


The NAICS code is 511120 Periodical Publishers with a size standard of 1,000 employees.


The purpose of the contract is to publish by Spring 2018 a special issue of the American Journal of Public Health AJPH featuring the 5 articles from panelists attending the CDC-sponsored study panel on intergenerational continuity of child maltreatment and the critical role of safe, stable, nurturing relationships and environments in interrupting this cycle of violence. The special issue will include the free open access to the general public option AJPH offers as part of the contract.


AJPH is the only publisher able to meet the requirement for this special issue on the intergenerational continuity of childhood adversity and the critical role of safe, stable, nurturing environments because it has a broad readership, including those who work with maltreated children in research and practice as well as those who do not. Specifically, AHPH is a multidisciplinary scientific journal that publishes on topics related to behavioral science, public health, and policy and whose audience includes professionals from education, health services research, international health, law, medicine, mental health, nursing, psychology, public health and policy, social work, sociology, and youth development.


American Journal of Public Health is the only journal that meets all of the below requirements:


1. Contractor must be able to publishes special issues
2. Contractor must be able to publish a special issue by Spring 2018
3. Contractor must be focuses on public health and prevention of childhood adversity
4. Contractor has subscribers that are a multi-disciplinary group of researchers and practitioners
5. Contractor publishes articles related to child maltreatment and protective factors, along with typical development
6. Contractor has previously published articles by authors who will be submitting papers for this special issue


No solicitation will be posted to FedBizOpps. We will only issue a solicitation to American Journal of Public Health. American Journal of Public Health is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer.


Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
