This is a notice of intent to award a sole source contract. The U.S. Environmental Protection Agency (EPA) Region 1 New England intends to negotiate a sole source contract with Donnegan Systems, Inc. for a service and maintenance agreement for the EPA owned Spacesaver High Density Mobile Storage systems located within the 2nd and 7th floor file rooms at the EPA Region 1 Office at 5 Post Office Square in Boston, Massachusetts.
EPA requires the annual inspection of the referenced Spacesaver High Density Mobile Storage systems, lubrication of all non-sealed moving parts, adjustments to drive trains, sliders, fasteners and tensioned devices. Operational checks to include all locking units, cleaning to ensure proper operating specification and adjustments to mobile equipment's chains, wheels, sprockets, and handles or cranks. On-Call maintenance to include replacement of covered unserviceable parts; new or rebuilt parts to be supplied on an exchange basis upon installation. The period of performance is to be for one base year, from 10/01/2014 to 09/30/2015, with four additional one-year options upon expiration of the base year of service and maintenance.
The Government intends to solicit, negotiate, and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1). The use of a sole source for the acquisition is necessary because Donnegan Systems, Inc. is the exclusive Spacesaver Corporation area contractor for sales applications, installation, service and warranty. No other party other than Donnegan Systems, Inc. is authorized, trained, or certified (which is contingent on activating and maintain warranty) to conduct Spacesaver work in their established primary area of responsibility.
This notice of intent is not a request for competitive proposals; however, all responses received by 07/29/2014 will be considered by the Government. The Government will not be responsible for any cost incurred for preparing a response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Contracting Officer is Justin Mierzejewski, [email protected], 617-918-1128. Any responses to this notice shall be submitted to the Contracting Officer by the closing date of this posting.
