SOURCES SOUGHT SYNOPSIS 


This Sources Sought announcement is a request for information to be used for preliminary market research information and planning purposes only. This is NOT a solicitation and No proposals are being requested or accepted. No contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice. Market research is being performed to determine the best method to advertise the Government's needs. Responses received will determine they type of solicitation to issue. No funds are presently available for this effort. The Government reserves the right to cancel this sources sought.

The Dixie, Fishklake and Manti La Sal National Forests in Utah anticipate soliciting for and awarding a contract for Road Rotomill Construction. This contract will include: road milling work to pulverize and process native surface roadbeds in place and to finish and compact the pulverized material to a minimum depth of 5 inches. The road gradients are steep and the native roadbed material contains large rocks and bedrock.


The Government is seeking responses from contractors interested and capable of performing the required construction services. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of interested parties including Small Business (SB); 8A; Historically Underutilized Business (HUBZone); Service-Disable Veteran-Owned Small Business (SDVOB); and Women-Owned Small Business (WOSB).


In order to determine the extent of industry interest and capability, interested parties must submit responses by e-mail to Charlotte Vanderbilt, cvanderbilt@fs.fed.us or by mail Attn: Charlotte Vanderbilt 1749 West 500 South, Salt Lake City, UT 84104. Responses are due by 4:00 PM (MST) on 28 February 2019.


The responses shall include:


1) Name of Firm, Point of Contact, Mailing Address, Telephone Number, and DUNS number.


2) Identification of the appropriate small business eligibility as determined by the NAICS size
standards, the Small Business Administration and registration in System for Award Management (SAM), including SB, HUBZone, 8A, SDVOB and WOSB.


3) A brief description of experience providing this type of construction services including dollar value of previous work performed within the past three years.


4) Description of available equipment capable of pulverizing native roadbed material containing large rocks and bedrocks to a minimum depth of 5 inches on roads with steep gradients.
