DESCRIPTION:
The Monongahela National Forest (managed by the USDA Forest Service) in West Virginia has a requirement to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract(s) for the purchase and delivery of various aggregates, stone, rip-rap, and shot rock.

The Contractor will be required to provide all labor, supervision, tools, equipment, transportation and incidental supplies as required in the Schedule of Items and Specifications of this solicitation necessary to supply various aggregate, stone, rip-rap, and shot-rock to varied Forest Service locations. A detailed description of the requirements will be contained in the solicitation document. All deliverables must be in compliance with the terms, specifications, conditions and provisions of this solicitation and are to comply with applicable Local, State and Federal codes.


LOCATION:
Delivery locations will be in the South Zone of the Monongahela National Forest, specifically the Gauley Ranger District, Marlinton Ranger District and White Sulphur Ranger District.

West Virginia Counties: Greenbrier; Nicholas; Pocahontas; Webster


Marlinton Ranger District; Marlinton, WV
West Virginia Counties: Greenbrier; Pocahontas; Randolph; Webster

West Virginia Counties: Greenbrier; Pocahontas


INFORMATION FOR OFFERORS:
This requirement is being solicited as a commercial item. Requests for Proposals (RFPs) are being requested in accordance with FAR Parts 12 (Acquisition of Commercial Items).


A firm, fixed-price multiple year supply contract is anticipated. The requirement is for a base period and potentially up to four (4) additional one-year option periods.


Vendors should propose prices for all contract items on the Schedule of Items for the base and all option periods. If the Vendor does not produce an item or produces an item by special order, this may be indicated on the Schedule of Items.


A minimum of $2,500 is guaranteed in the base period only. The maximum value for the base period and all option periods combined of $1,000,000.


SET ASIDE:
This procurement is set aside 100% for Small Businesses. The NAICS code is 212312 - Crushed and Broken Limestone Mining and Quarrying and the Small Business Size Standard is 750 employees.


CONTRACTOR QUALIFICATIONS:
All Vendors must have an active registration in the System for Award Management (SAM) database prior to award of a contract. Registration in SAM may be completed on the Internet at http://www.sam.gov.


This solicitation will ONLY be available electronically. All solicitation documents will be available for downloading from the Federal Business Opportunities website (www.fbo.gov) on or around December 1, 2017. Responsible sources may submit a proposal which, if timely received, shall be considered by the Agency.
