THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A PRE-SOLICITATION NOTICE.
The Department of Veterans Affairs Office of Construction & Facilities Management National Region located at 425 I Street, NW Washington DC is seeking eligible Service Disabled Veteran Owned Small Business firms capable of performing Design-Build Construction Project for South Florida Veterans Affairs National Cemetery. VA has a requirement to develop approximately 21,750 gravesites as Phase Two (2) of the VA National Cemetery. The total estimated cost for this project is between $20,000,000 and $50,000,000. The approximate project duration will be 1,440 calendar days from Notice to Proceed. This project will be solicited as a Service Disabled Veteran Owned Small Business set-aside. The appropriate NAICS Code is 237990. This procurement is a Design-Build Two Step Solicitation.

Description:
This acquisition will result in a Firm Fixed Price (FFP) contract for design and construction. The Design-Build Contractor (DBC) shall provide all labor, material, supervision, equipment, travel and performance of work in accordance with this Request for Proposal (RFP). All Architect-Engineer (A-E) Services required in this solicitation shall be performed by licensed Architects and Engineers registered in the State/Territory/Other of this project. The A-E services will comprise the next construction phase of cemetery development and will primarily include the construction of additional burial facilities intended to provide 10 years of service on existing, undeveloped land. The remainder of the site will be developed in future 10-year phased projects. Because this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 10 years will comprise this phase of construction. The contractor will develop approximately 25 acres of undeveloped land to provide approximately 21,750 gravesites, including both casket and cremation sites in new burial sections. Since this is a relatively new cemetery, opening in 2007, this project will include nominal cost within the existing developed sections of the cemetery. This project shall provide elements that were omitted during the Phase One (1) Development, such as a Public Flag/Assembly Area with main flag pole and a Memorial Walk.
The Office of Construction and Facilities Management (CFM) will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria. The Design Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development and Construction documents in addition to all construction, commissioning, and LEED certification.

The approximate Solicitation Release Date of the solicitation is anticipated to be March 10, 2017 and will be posted in Federal Business Opportunity (FBO). This solicitation, including all specifications, will only be available in downloadable electronic format. No hard copies will be available. The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) reserves the right to use only FBO, via the internet, to provide notification of any amendments to the Pre-Solicitation Notice and RFP, Contractors are responsible for complying with posted amendments in FBO. Based on market research results, this procurement is restricted for Service Disabled Veteran Owned Small Businesses. Offerors must be listed in the Vendor Information Pages at www.vetbiz.gov as CVE registered prior to the proposal Due Date. All prospective Offerors must be registered in the System for Award Management (SAM) database (www.sam.gov) and the Online Representations and Certifications Application (ORCA) database (https://orca.bpn.gov). Offerors will be searched against the https://www.sam.gov to ensure they are eligible for Federal contract awards.

A sources sought notice was posted in FBO on 10/13/2016 and an Industry Day on 11/2/2016 was conducted to determine availability and capability of Service Disabled Veteran Owned Businesses to perform this procurement under FBO Notice VA101-17-N-0251.

Offerors may submit proposals with or without a Project Labor Agreement (PLA.) The PLA shall fully conform to the Federal Acquisition Regulation (FAR) Subpart 22.5 Project Labor Agreement for Federal Construction Projects. No additional points or weight will be assigned to proposals submitted with a PLA. PLA proposals will not be given additional weigh towards their technical proposals or towards selection of a proposal for award. Offerors who chose to provide a proposal including a PLA shall do so in compliance with FAR 52.222-33 and FAR 25.222-34
