The Army Contracting Command-Redstone proposes to acquire on an other than full and open competitive basis a requirement that provides for design, development, integration, qualification, production and delivery of three aircraft; conduct and support of aircraft development and limited user testing; delivery of documentation that demonstrates requirements verification; and a production configuration baseline.

This requirement brings together separate, on-going non-recurring engineering efforts (i.e., Product Improvement Program (PIP), Advanced Chinook Rotor Blade (ACRB), Improved Drive Train, Fuel System, Electrical System, Flight Controls, and Airframe) for incorporation into the Block II aircraft. The Government plans to utilize a Cost Plus Incentive Fee type contract for this effort. This is a sole source requirement to The Boeing Company, CAGE Code 77272, because this service must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current DoD-STD-100. A technical data package for full and open competition is not available within the Government for this requirement. Under the authority of 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (a) (2) (ii)(A), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ looking under qualification procedures for aviation requirements. All responsible sources may submit an offer which shall be considered  by this Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of the release of the solicitation. However, the solicitation will not close prior to the closing date stated above.
