US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) intends to make a sole-source award to Raytheon Company for training on AN/TPX-58 Identification Friend or Foe (IFF) and KIV-77 Common IFF Appliqué Crypto Computer devices. The training services are for a Foreign Military Sales case in Europe. The training will be for Operator and Maintenance training for the AN/TPX-58 with KIV-77 encryption for up to two instructors and up to two weeks of training. The class will be taught in English. The Identification Friend or Foe (IFF) system with the KIV-77 is used to make the initial classification of all targets and to perform re-classification of targets when their identities must be re-confirmed as a result of positional changes or flight path cross-overs. The proposed source is Raytheon Company, 6260 Guardian Gateway, Aberdeen Proving Ground, MD 21005. Raytheon is the original developer and the only known source that produces the AN/TPX-58 and KIV-77, which are Non-Developmental Items (NDI), and possesses the level III technical data package. The Government does not possess level III technical data package (TDP).

Any source other than Raytheon that can provide the above training services is requested to respond to this announcement, thus notifying the Government of the possibility for competition for contract award.


Answering this Market Survey


The response should be a brief assessment of the contractor's ability to provide the training. No costing or pricing is required at this time. An email response to the POC is sufficient.


The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The US Government is not seeking or accepting unsolicited proposals.


The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense.


At this time the nature of the competition has not been determined. The Government may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.
