The U.S. Army Contracting Command-New Jersey on behalf of The Product Manager, Crew Served Weapons and U.S. Army Research, Development, and Engineering Command, Armament Research, Development and Engineering Center (RDECOM-ARDEC), Picatinny Arsenal, NJ is currently seeking Sources for the production and delivery of a commercial Stabilized Binocular that meets the requirements of the approved Performance Specification for the M25A1 Stabilized Binocular. The M25A1 is a hand held, lightweight, and internally stabilized binocular system with laser protection and a rubber or other non-slip coating. The item should have a magnification of a minimum of 14X and a minimum of 4 hours of DC battery power with conversion capability for connection to a vehicular 24 Volt DC power. The item should include: straps, eye lens covers, objective lens covers, fold-down eye cups, a plastic or nylon carrying strap, hand strap, day eyepieces, a mil scale reticle similar to the M22 Binocular, mounting hole cover, both a soft carrying and hard transportation case, and an operator's manual. The M25A1 should be hardened against lasers and against natural and man-made environmental conditions. The contractor will be responsible for the manufacturing, inspection, packaging, testing and delivery of the M25A1. The item shall be within 5% percent weight and size of the currently fielded M25A1 (3.1 lbs. and size of 8.7" x 3.2"). The item must have image stabilization and can easily be worn comfortably around the neck or handheld.

Offerors will be asked to provide test data to show the item meets the following requirements, as a minimum:


-Ability to detect, recognize and identify objects at 2000-4000 meters in any climate.
-Demonstrate a form of stabilization to offset the effects of vibration and jitter caused by moving, wheeled or tracked vehicles, and/or hovering, rotary winged aircraft.
- Be handheld, lightweight, and man-portable. Weight, not including case or accessories, shall not exceed 2.5kg including batteries. Less weight is desirable.
-Be hardened against the effects of lasers in accordance with Army Optical Improvement Program. Glint reflection from laser filter will be minimized.
-Be hardened against all environmental conditions, both natural and manmade, per AR 70-38.
-Withstand shock/vibration and rough handling associated with transportation and use during training and combat operations.
-Be provided with a military grade reticle.


Interested Companies should provide to the Government evidence of your capability to meet these minimum requirements by providing, as a preference, Government test data or report, but in-house test data, specifications, brochures, manuals, reports, demonstration videos and other technical data as well as identification of current customers and the unit price will also be accepted.


The Performance Specification for the M25A1 Stabilized Binocular is marked with a "Distribution C", restrictive marking, which limits distribution to Department of Defense and U.S. DoD contractors. This Performance Specification contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq), as amended. Violations of these export laws are subject to severe criminal penalties.

Interested parties must mail/email a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire and a U.S. Government Non-Disclosure / Non-Use Agreement in order to obtain a copy of the M25A1 Stabilized Binocular Performance Specification.

The M25A1 Stabilized Binocular Performance Specification contains classified information; therefore, contractors are required to have a SECRET Clearance prior to receiving any classified documents, otherwise an Unclassified M25A1 Stabilized Binocular Performance Specification will be provided.

All data should be sent to the U.S. Government 15 days after this release, to the U.S. Army ARDEC. In addition, please provide the firm's name and address, point of contact with telephone number and email address, and size of business (small/large).


This is a market survey for information only and shall not be construed as a request for a proposal or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Any hardcopy information provided will not be returned.


NO TELEPHONE INQUIRES WILL BE ACCEPTED. The Government will accept written questions by email. The information collected from this Sources Sought notice may be used to support any follow on acquisitions. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published and more detailed technical requirements will be provided. Respondents will not be notified of the results of this Sources Sought notice.
