DESCRIPTION: The contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the upgrade/repair of the following assets:

ESTIMATED QUANTITY RANGE: Minimum 120 each- Maximum 1320 each
(Maximum includes a Foreign Military Sales (FMS) Quantity of 220 each)


The proposed contractual action will be a single award, Five (5) year, Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum/ maximum quantities listed above. It has been determined the Government's needs can be met in the commercial marketplace; therefore, Federal Acquisition Regulation (FAR) Part 12 will be used.


This is not a Critical Safety Item (CSI).


Required delivery shall be FOB Origin.
There is no Depot Maintenance Work Requirement (DMWR) or other technical data available to support a full and open competitive solicitation. A Product Verification Audit (PVA) is required.


This procurement is restricted to the only known approved source(s): Sikorsky Aircraft Corporation (CAGE Code: 78286) and Hamilton Sundstrand (CAGE Code: 73030).


Contractors are encouraged to seek Source Approval Request (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. These procedures are outlined at the following website:

Award of this requirement will not be withheld pending SARs. All responsible sources may submit an offer which shall be considered by the Agency. Requests for the solicitation shall be by mail or email. You may mail your request to Jose Gamboa, CCAM-ALM, Building 5303, 2nd Floor, Redstone Arsenal, AL 35898-5000. Email requests should be sent to jose.m.gamboa.civ@mail.mil. Proposals can be hand-carried (reference solicitation for details), mailed via the US Postal Service, or delivered by a commercial delivery service. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate date and may be adjusted dependent upon the date the solicitation is released; however, the solicitation will not close prior to the closing date stated above.
