Sources Sought for a Co-Brand Agreement for Ergonomic Computer Accessories

On behalf of the U.S. AbilityOne Commission (Commission), the independent federal agency that administers the AbilityOne Program, National Industries for the Blind (NIB), a designated central nonprofit agency, is pursuing a potential partnership with U.S. commercial manufacturer(s) (note: manufacturers only, no distributors) of Ergonomic Computer Accessories for the purpose of providing employment for people who are blind or severely disabled by furnishing such products to the federal government under the AbilityOne Program.

If successful, the result will be a co-brand agreement between the manufacturer(s) and the AbilityOne Program, and its registered brands. The ultimate expectation is that the co-branded product will be placed on the AbilityOne Procurement List (PL).


At minimum, the following product requirements must be met:
1.    Be able to provide the component parts needed to assemble as many of the below ergonomic computer accessories as possible (please include pictures, commercial SKU #s, component part delivered pricing, and full specs for all products quoted):
a.    Single monitor arm has 17" extension and is column-mounted to the edge of a work surface. For use with flat screen LCD monitors up to 24" or larger in size and up to 25 lbs. in weight. Arm has an ergonomic adjustable height system and attaches via a 75 mm or 100mm VESA-compatible mount. Arm's dual pivot points allow for easy movement vertically, horizontally, and forward/backward. Arm allows monitor to tilt. Arm has a cord management system.
b.    Dual monitor arm can be column-mounted to the edge of a work surface. Arm is for use with two flat screen LCD monitors, each up to 24" in size or larger and up to 25 lbs. in weight per monitor. Each monitor arm has an independent ergonomic adjustable height system and attaches via 75 mm or 100 mm VESA-compatible mounts. Arm's dual pivot points allow for easy movement vertically, horizontally, and forward/backward. Arm allows monitor to tilt. Arm has a cord management system that runs down the central column.
c.    Foot rest has three adjustable heights and tilt options. Platform has scratch-resistant plastic with non-slip surface and non-slip rubber feet. Measures approximately 18" x 14" x 3".
d.    Foot rest is adjustable and designed to exercise ankles and improve circulation through a gentle rocking mechanism. Platform has scratch-resistant plastic that is textured to stimulate nerve endings in the feet. Foot rest has five adjustable heights and tilt options. Measures approx.18" x 14" x 3".
e.    Foot rest is adjustable 3 ways via a locking foot pedal operated by the foot. Helps avoid foot and leg fatigue. Platform has memory foam surface and non-slip feet. Angle adjusts up to 30 degrees. Tilt adjusts up to 15 degrees in 1-degree increments. Foot rest height adjusts from 3-1/2" to 5". Foot rest measures prox. 21-1/2"W x 14"D x 3-1/2"H.
f.    Chair Back Rest, Ergonomic, Adjustable, Black. Ventilated, washable back cushions for air circulation. Measures approx.17-1/4"W x 5-1/2"D x 16"H
2.    All products must meet and/or exceed the FAR and other published Federal standards, including Executive Orders and applicable agency-unique requirements.


To be considered for the partner opportunity, the following criteria at a minimum must be met by the commercial manufacturer:
1.    Possession of a nationally-known brand name that can be demonstrated to have significant appeal through evidence of substantial sales and market share.
2.    Willingness to enter into a multi-year agreement, which includes on-going technical and production assistance while enabling the selected nonprofit agency to meet the suitability criteria of the AbilityOne Program in the production process by delivering the to the nonprofit agency's facility in the BULK component parts form and instructing the nonprofit agency in proper techniques to complete the manufacturing and subsequent packaging of the products, thereby creating employment for people who are blind or severely disabled. Please state how you will meet this requirement.
3.    The chosen commercial manufacturer must be willing to set a high priority for delivering the materials to the nonprofit agency in order to assure the agency of on-time deliveries to the end-use customers. Please state your normal delivery time from order receipt date to delivery date.
4.    Commitment to working cooperatively with AbilityOne personnel to market the products to government customers under the AbilityOne Program. Provide an overview of how you plan to do this.
5.    Willingness to work with the selected nonprofit agency, NIB and the Committee to ensure that the products' price to end-users is a fair and reasonable price. State how you intend to ensure this on an on-going basis.
6.    Manufacturer's submission must demonstrate that the specific products meet the various criteria, as well as indicate what functions the nonprofit agency's employees would perform. Submission should recommend ways to maximize the employment for people who are blind or severely disabled in the fulfillment of the products.
