Sources Sought for Re-coating Two Underground Storage Tanks for Water in NY

This is not a Request for Quotes, but rather part of a market research effort to determine interested sources and the feasibility of set-asides for small business contractors.
The USDA Animal and Plant Health Inspection Service (APHIS) contracting group located in Minneapolis, MN is currently seeking to identify interested sources that can re-coat the inside of two potable water underground storage tanks with the size of 25,000 gallons each. Both tanks are used for potable water and fire suppression. The tanks are located at the New York Animal Import Center, 474 International Blvd. Rock Tavern, New York 12575. The draft Statement of Work (SOW) is attached.
The USDA is anticipating the award of one-time purchase order for this work.
All interested parties should submit ***BY EMAIL*** a 1-2 page Capabilities Statement that includes a Tax I.D. Number, Duns Number, point of contact information, past performance and references regarding your ability to provide the required services identified in the draft SOW. All submittals should be sent by email to [email protected] before Thursday, 06/26/2014 at 12:00noon central time.
All responding small business firms are also requested to identify their firm's size for the anticipated North American Industrial Classification System (NAICS) code. For this acquisition, the NAICS code is 221310, and the Small Business Standard is $25.5 million. Teaming arrangements and joint ventures will be considered based on the Government's market research, provided the prime contract is awarded to an applicable small business and that small businesses provide fifty one percent or more of the support.
An interested company must be registered at www.SAM.gov to be considered for any future award.
