Sources Sought for Production of Modular Handgun System Ammunition (MHSA) and Pistol Family Ammunition (PFA)

DESCRIPTION:


The U.S. Army Contracting Command, Rock Island (ACC-RI), on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, is seeking to combine two multi-pistol caliber ammunition contracts into a single contract and seeking to identify potential sources capable of delivering Calibers .38, .45 and 9mm cartridges. The Caliber .38 is fired from domestic revolvers, while the Caliber .45 is fired from domestic pistols. The 9mm M882 and the 9mm Mk243 Mod 0 Jacketed Hollow Point (JHP) are fired from both NATO and domestic pistols and sub-machine guns. The 9mm Modular Handgun System Ammunitions (MHSA) must be capable of being fired from the M17 and the M18 Subcompact pistol as well as the APC9K submachine gun.


SPECIFICATIONS:


The following cartridges will be procured to a Government Technical Data Package (TDP) or a Purchase Description marked Distribution Statement D, Distribution authorized to U.S. Department of Defense and U.S. DoD Contractors only. A top level cartridge drawing will be available upon request. Before approval is granted to release the TDP and Purchase Descriptions, the requestor must be a DoD contractor and registered in an active status in the Defense Logistics Information Service, U.S./Canada Joint Certification Program (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors must submit their certification via DD Form 2345 or register immediately. Offerors are also required to submit an AMSTA-AR 1350 Technical Data Request Questionnaire and a fully executed Non-Disclosure and Non-Use Agreement which are included as attachments to this Market Survey. Interested companies will be required to return/destroy the TDP when requested by the Government. Offerors should note that the TDP and/or Purchase Description is subject to change.

Respondents are advised that waterproofing at the case mouth and primer pocket location is a requirement of the U.S. Government TDPs for the .38 Special Ball, M41, .45 Ball M1911, .45 Ball Match Grade, 9mm M882 Ball cartridges and 9mm Mk243 Mod 0 JHP and 9mm MHSA Purchase Description.


PLANNED ACQUISITION:


A Full and Open Competitive, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Prices (FFP) for Fiscal Years (FY)21-FY26 is contemplated. Respondents need to possess the capability to manufacture a quantity of 4,100,000 of .38 and .45 Calibers, 21,000,000 9mm M882 and 81,000,000 of 9mm MHSA per year. Responses need to clearly demonstrate confidence in this capability for subcomponents and end items.

SUBMISSION INFORMATION:


Interested firms who feel they are capable of producing the above-listed items are invited to indicate their interest by providing the Government a brief summary of its company's capabilities, including a brief description of its facilities, personnel and past experience as it relates to the above criteria, as well as the monthly capacity to supply each of the items. If a respondent chooses to utilize the services of vendors or subcontractors, those vendors or subcontractors must also meet the same criteria as the prime contractor. The respondents should provide the advantages, both quantitative and qualitative, of combining the .38 Caliber, .45 Caliber, 9mm Ball, 9mm JHP, and 9mm MHSA into a single contract. All potential producers interested in this opportunity must be registered in the System for Award Management (SAM) Database.

This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract based on this market survey or otherwise pay for information solicited. The information you provide may be utilized to develop the acquisition approach for future requirements.
