Sources Sought for Design and Construction of Munitions Storage Igloos

This is a modification to Sources Sought Synopsis N6274218IGLOO issued on April 12, 2018.

The objective of this synopsis modification is to clarify the intent of identifying potential Section 8(a) small business concerns, Historically Underutilized Business Zone (HUBZone) small business concerns, woman-owned small business concerns (WOSB), service disabled veteran owned small business (SDVOSB) concerns and small business concerns (SBC) that are capable of constructing either of the three proposed projects considered for consolidation:

1) Hayman Munitions Storage Igloos, MSA 2, Joint Region Marianas, Andersen Air Force Base Site # 1, Guam: This is project is for the construction of three hayman storage magazines, and demolition of three substandard earth covered munitions storage igloos.
The facilities will include reinforced concrete foundations, rated 7-bar construction, floor slabs, columns, beams, lighting and electrical support, fire protection systems, lightning protection systems, intruder detection systems, and all necessary supporting utilities for complete and usable facilities. The facilities should be compatible with applicable DoD, Air Force, and base design standards. The facilities must also be able to withstand wind loads and seismic effects as prescribed in applicable codes and design guides. In addition, local materials and construction techniques shall be used where cost effective. The facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building requirements, and UFC 1-200-02, High Performance and Sustainable Building Requirements.
This project will comply with DoD Antiterrorism/Force Protection Requirements as per UFC 4-010-01. The statement of magnitude for this project is between $5,000,000 and $10,000,000.

2) Munitions Storage Igloos, Phase 2, Joint Region Marianas, Andersen Air Force Base Site # 1, Guam: This is project is for the construction of 17 hayman munitions storage igloos. All MSM require power, lights, intrusion detection system, humidity control, reinforced concrete foundation, rated 7-bar construction, floor slabs, columns, beams, communications, lighting and electrical support, fire protection system, and lightning protection system. Supporting facilities include site development, utilities and connections, road construction, and loading aprons.
Project will utilize economical design and construction methods to accommodate the mission of the facility. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria UFC 1-200-02. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. The statement of magnitude for this project is between $25,000,000 and $100,000,000.

3) Munitions Storage Igloos, Phase 3, Joint Region Marianas, Andersen Air Force Base Site # 1, Guam: This is project is for the construction of 20 hayman munitions storage igloos. The facilities will include reinforced concrete foundations, rated 7-bar construction, floor slabs, columns, beams, lighting and electrical support, fire protection systems, lightning protection systems, intruder detection systems, and all necessary supporting utilities for complete and usable facilities.
Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria UFC 1-200-02. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. The statement of magnitude for this project is between $25,000,000 and $100,000,000.

After review of the responses to this synopsis, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with this procurement.

The North American Industry Classification System (NAICS) is 236220, Commercial and Institutional Building Construction. The applicable size standard is $36.5 million.

The Government will evaluate responses based upon experience, past performance, financial and bonding capacity.
Offerors shall complete and submit the attached Questionnaire (Attachment 1), the Experience Questionnaire (Attachment 2). If you have PPIRS/CPARS evaluations for the projects submitted in Attachment 2, do not solicit evaluations from your customers. Submit the PPIRS/CPARS evaluations instead.

Entities possessing the capability to perform this work are invited to submit its qualifications using the attached forms by 2:00 p.m HST on 2 July 2018. Complete information must be submitted as the Government will not seek clarification of information provided.
This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. NO TELEPHONE CALLS OR FACSIMILES WILL BE ACCEPTED. Responses received after the deadline or without the required information will not be considered. Since this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent.
Respondents that submitted qualifications in response to the initial Sources Sought announcement dated April 12, 2018, are not required to submit revised responses unless they desire to update their relevant project information.
