Response to this Sources Sought Notice is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations.


This Sources Sought is open to small businesses.


The NAICS code for this action is 541330 Engineering Services: This industry comprises establishments primarily engaged in applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, structures, processes, and systems. The assignments undertaken by these establishments may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects, and related services.


The proposed acquisition will be for Architect - Engineer Services procured using procedures defined in the Brooks Act, the Federal Acquisition Regulation (FAR), and FAR Supplements. The U.S. Army Corps of Engineers, Omaha District is seeking sources to perform Architect-Engineer Services for renovation of secure and classified areas for Federal Agencies. Services shall be provided for a high-profile Department of Defense (DoD) agency, DoD installations, and other related facilities of interest to the Government at worldwide locations.


Services may apply to renovation of existing facilities to meet current security requirements and shall include, but not be limited to remove/replace walls/doors/windows, classified communication networks, filter and unfiltered power, mechanical systems for cooling server rooms and occupied space, secure rooms for discussion of classified information, and occupancy requirements and work stations for secure classified installations. These services to meet current security requirements may apply to both an "Unclassified" and "Classified" nature. All designs and testing shall meet all Federal, State and local/Host Nation regulatory requirements and/or DoD customer requirements. All designs of a sensitive or classified nature shall be reviewed and permitted through the Overseas Building Operations (OBO).


This Sources Sought Notice is part of the market research activities, and your responses are requested to identify potential sources that have the knowledge, skill, experience and past performance to deliver quality services on time and within budget on projects worldwide for both an "Unclassified" and "Classified" nature.


SUBMISSIONS


Capabilities questions can be found as an attachment to this notice. Responses shall not exceed ten (10), 8.5 x 11 pages; font no smaller than 10-point size. Capabilities and response submittals must be received no later than 2:00 pm Central Time on 5 December 2018 via email. (See Point of Contact information for email address.) Any information submitted is voluntary.


1. Interested firms having the capabilities necessary to execute the aforementioned Scope Requirements should participate in the survey.


2. This RFI is for planning purposes only and is not to be construed as a commitment by the Government to pay for information submitted in response to this request. Respondents will not be notified of the results of the market analysis and debriefings will not be available. It is the reader's responsibility to monitor the Fed Biz Ops for any resultant or future solicitation package(s) that may be issued.


3. Results of the market research will be used to satisfy Parts 5, 10, and 19 and other applicable parts of the Federal Acquisition Regulation (FAR) and associated directives and guidance. Specifically, the results of the research will be used to analyze, evaluate, determine and document the capabilities and capacity of contractors to provide services as described above. The information gathered may be used by the Government in a variety of ways such as to document formal acquisition plans, prepare benefit and cost-type determination and justifications, and to determine industry best practices, technical and acquisition approaches.


This is an RFI to be used in planning a future acquisition; please do not send in any cost proposals or cost information. Request for Proposals, if and when issued, will be available via the Internet at www.fedbizopps.gov. As such, it is the potential offerors responsibility to monitor the above mentioned sites for the release of any
additional information.
