The General Services Administration (GSA), Great Lakes Region (Region 5), is conducting market research and seeking sources for Project Facilitator (PF) and Construction Management (CMa) services in support of an ESPC ENABLE project in Detroit, MI. The project may include but is not limited to the energy savings associated with ECMs that target the reduction of steam consumption at the Patrick V McNamara Federal Building and the Theodore Levin U.S. Courthouse via the installation of onsite central heating plants at each facility. The project may also seek to include energy savings from lighting upgrade opportunities at the 985 Michigan Avenue Parking Garage. The PF/CMa shall assist in ensuring that the GSA requirements with regard to scope, schedule, budget, quality and other aspects of the project are met. The PF/CMa shall serve as a facilitator and coordinator of the activities of all parties to ensure that the project execution proceeds according to plan. The PF/CMa shall participate in the commissioning process, and coordinate with the GSA and the ESCO to identify appropriate commissioning program goals and to develop supporting inspection and testing practices to meet the objectives of the project commissioning plan. The PF services will take place during the Investment Grade Audit (IGA) phase of the project. Should the project move forward into the Design and Construction phases, CMa services will be required.

This announcement is seeking information regarding contractors who qualify to perform the above requirement. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response.
