TITLE: Integrated Science & Technology Operation Support IT Services

DESCRIPTION:  This is a sources sought synopsis; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only. This market survey is conducted to identify potential sources capable of meeting the requirements for providing Integrated Science & Technology Operation Support IT Services for the Air Force Research Laboratory (AFRL/RC, AFRL/RCB, AFRL/RCM, and AFRL/RCO). A proposed draft Performance Work Statement is attached to provide respondents a better understanding of the needs of the Air Force Research Laboratory and the respondents' potential ability to meet the Government's requirements.

The Integrated Science & Technology Operation Support IT Services contract includes Data Center Vault Ops and Security Support, HPC Requirements and Asset Allocation Activity, EBS Office Manager and Beta Software Testing Services, and the Supercomputing Center Operations Support contracts.  This includes, but is not limited to assisting the Air Force Research Laboratory (AFRL) staff in providing and maintaining laboratory infrastructure services including conducting and maintaining security and operational programs for AFRL subject to the authority, direction and control of the AFMC Commander.  The services include Continuity Of Operations Plan (COOP) or similar plan, Administration, Facility Management and Visitor Control, Functional Systems Administration, Help Desk and Client System Administration (requires a Security+ Certification), Information Management including the Vital Records Inventory and records management, Knowledge Management, SharePoint and Similar Collaborative Tools Content and Access Maintenance, Data Center Classified Vault Operations at the Top Secret Level, Security Awareness Training, Security Management and Classified Operations Support, Training Management, Special Project Assistance, Contractor Team Management and Information Technology Engineering Services.

The services will be performed within AFRL, primarily in Buildings 676, 802, 16, but may also be provided during emergencies at other AFRL locations in the Dayton metropolitan area. This effort will require a current Top Secret Facility Clearance. The Air Force anticipates utilizing a Firm-Fixed-Price contract for this award. The Air Force anticipates a period of performance of nine months with one three-month option period. All respondents must be registered under North American Industry Classification System (NAICS) code 541519, Other Computer Related Services as of the date of their proposal submittal. All respondents must comply with FAR 52.219-14 - Limitations on Subcontracting.

All interested parties shall submit a statement of capabilities that shall demonstrate capabilities, expertise and past performance relevant to the requirements cited above and contained in the attached Capability Matrix.  Please indicate an "x" in the appropriate box for each of the 20 listed capabilities.  Identify support experience for each capability marked as "Technically Proficient." Your statement of capabilities shall be in 10-point or larger font, not to exceed five (5) 8.5x11 pages (including the Capability Matrix) and should include the following: (1) Company Name; (2) Address; (3) Point of Contact; (4) E-Mail Address; (5) Telephone Number; (6) CAGE Code; (7) Web Page URL; and (8) Business Classification.

Please submit one (1) PDF formatted copy via email to jessica.wallace.8@us.af.mil. The PDF copy should be searchable and not a scanned copy. Statements should be submitted no later than 1:00pm, EST, 6 April 2017. No facsimile responses will be accepted.

The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation, Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.
