The United States Property & Fiscal Office- Kansas, Kansas Army National Guard (KSARNG) is seeking current and relevant experience, personnel with the capability to perform a Full Food Service support of the Kansas Regional Training Institute (KSRTI) Dining Facility in Salina Kansas. The Facility is a State of Kansas owned facility that is used by the KSARNG. This is not a request for offers or proposals but is a survey of the market for potential sources. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government Wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The GPE is located at https://www.fbo.gov. Offerors will be required to be registered in SAM.gov (https://www.sam.gov/SAM/) .

All interested sources should respond. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. We encourage all small business concerns in all socioeconomic categories (i.e. Small Disadvantaged Business(SDB), 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business(SDVOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), and Woman-Owned Small Business (WOSB)) to identify their capabilities in meeting the requirement at a fair market price.

Contractor tasks include, but are not limited to the following: operation of full food services turn-key operations, management, cooking, food preparation, food storage, food serving, replenishing of food, facility sanitation and janitorial duties, and performing cashier services. Requirements include the following types of meals: Breakfast, Lunch, Dinner, Box Lunches, Occasional Midnight meals, and Log Pack meals. Rations shall be prepared according to the menu that will be published with the Solicitation and applicable Army regulations and recipes. The contractor will be required to provide all supervision, labor, personnel, materials, and supplies with the exception of Government Furnished Property and Equipment, to perform activities that comprise the full operation of an Army Dining Facility and Full Food Services.

The NAICS code assigned to this acquisition is 722310, Food Service Contractors, with a corresponding size standard of $38.5 Million. The single award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract  is estimated to be valued at a maximum of $5 Million over the life of the contract and will include a One Year Base period and four -One Year Options. The minimum guaranteed amount is currently estimated to be $5,000. The Solicitation, if issued, will specify the actual minimum and maximum amounts of the contract.

Capability packages must be submitted by no later than Tuesday, May 7, 2019 and should include the following:

     1. A company profile including company name, point of contact, phone number, email address, number of employees, CAGE code and DUNS number. Respondents must indicate their business size.
     2. Provide your company's specific experience in operating a dining facility and providing comparable services. Provide details regarding previous experience in managing full food service operations, services provided, number of meals typically served, the number of facilities involved, and any other relevant information you deem applicable.

Elaborate brochures or documentation are unnecessary and are not desired.
