This is a Sources Sought Synopsis. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is Not a Solicitation for proposals and no contract shall be awarded from this synopsis.

The U.S. Army Engineering and Support Center, Huntsville is soliciting comments on a market research basis for an Electronic Security System Video Management System (EVMS) evaluations. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. It should be noted that we are looking for equipment manufacturers only.


In order to better serve our customers, we look for ways to improve on existing ESS systems.


The Sources Sought synopsis is to solicit input from manufactures about Video Management Systems (EVMS) in accordance with the attached Functional Requirements Document (FRD), which will be used to protect various assets within the Army enterprise. The EVMS must meet all requirements of the FRD and be fully compliant with current Federal Government cybersecurity policies and requirements (including meeting Country of Origin (COO) and Trade Agreements Act (TAA) requirements) as well as the guidance provided in the FY19 National Defense Authorization Act (NDAA) for all components.


We have provided information about the EVMS sought for evaluation which outlines the requirements, cybersecurity requirement, features and functions. We have also provided an excel file matrix which lists each of the individual paragraphs and provides a space for comments beside each of them. Offerors should complete the matrix in full and clearly provide, in the comments section, whether the EVMS is currently compliant with the FRD. Only the EVMS's existing capabilities, features and functions should be submitted, not planned product improvements. We are asking that comments be made so that the point of contact listed below can fully evaluate the response for each of the items provided in the excel file.


It should be stressed that we need complete responses to all of the requirements listed in the matrix in order to better evaluate the product. Incomplete responses will not be evaluated as time is of the essence.


Offerors responses will be evaluated against the requirements of the FRD by the USACE evaluation team. Those offerors whose responses indicate that the EVMS is compliant will then be requested to submit two (2) fully functional EVMS solutions, with all required licenses, to be evaluated. The USACE evaluation team will then perform:


• Preliminary Cybersecurity Testing of the EVMS submitted,
• Full Functional Testing of the EVMS submitted,
• Integration Testing of the EVMS submitted.


All tested EVMS solutions will be given internal evaluation scores for compliance. Up to three (3) solutions that have the highest evaluation scores will be selected and, upon completion of final Cybersecurity Testing and receipt of an Authority To Operate (ATO), will be used on various Electronic Security Systems (ESS) Projects.
