Sources Sought Notice Hoover Dam Security Checkpoint SSN031618
This is a Sources Sought Notice for Acquisition Planning Purposes Only. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted.
The Bureau of Reclamation, Lower Colorado Region, has a requirement for the removal and replacement of the existing entry security Checkpoint facility, which is located on U.S. Highway 93, north-east of Boulder City, Nevada, in Clark County, Nevada, approximately 3 miles from Hoover Dam, and serves as the first line of defense for Hoover Dam and associated facilities. The existing facility includes three (3) temporary guard structures and one (1) employee trailer. The new permanent facility will require removal of existing facilities and asphalt pavement, placement of new asphalt pavement for traffic lanes and parking and construction of shade structures, a 1,000 square foot employee facility, a primary screening facility, and an inspection facility, with associated utilities upgrades and connections. The work will be performed in phases to maintain continuous operation of the Checkpoint Facility during construction.
The Bureau of Reclamation, Lower Colorado Region intends to award a firm-fixed price contract. This acquisition will be announced under North American Industry Classification System (NAICS) Code 237310, Highway, Street, and Bridge Construction, with a small business size standard of $36.5Million. Alternate NAICS codes may be suggested in the submission of the capability statement. The estimated magnitude of construction for this project is between $5,000,000 and $10,000,000.
Capability statements and all responses are to be submitted no later than 3pm Pacific Time, March 29, 2018, via email to Meagan Fyffe at mfyffe@usbr.gov. The capabilities package should demonstrate the firms ability, capability and responsibility to perform the principal components of the work listed. Packages should be no longer than 10 pages and include the following:
Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.)
Provide business point of contact to include e-mail address and telephone number.
Provide a list of projects completed within the past five years where the work performed was comparable in terms of scope and size. Provide a brief description of the work performed, project title, dollar value of the job and the customers contact name and phone number for the work completed.
When it is determined that a formal solicitation will be issued, a notice will be posted on Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/.
