Sources Sought Notice for a Comprehensive Real Estate License Agreement Subscription  Notice of Intent to Award on Sole Source Basis

The U.S. Army Corps of Engineers (USACE), Galveston District, Galveston, Texas intends to negotiate on a sole source basis with CoStar for a real estate license agreement subscription for The Galveston District located in Galveston, Texas. The Galveston District has a requirement to procure a web-based software subscription which provides confirmed and edited real estate sales and rental market data for the United States in order to provide property valuation services in support of the Galveston District.

This requirement will be awarded for a Base Period of one (1) year with two (2) one-year options period, under the authority of the Federal Acquisition Regulation (FAR) under the Federal Acquisition Regulation (FAR) Part 13.106-1(b) (1).


The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing confirmed real estate sales data for proprietary, mixed use and vacant properties within the broad range of the Galveston District geographic area of responsibility. The proposed web-based system will be used to analyze market conditions by calculating current vacancy rates, absorption rates, average rental rates and forecasting future trends based on user-selected variables. The database must be able to compress broad real estate market analyses from hours and days to minutes and to search via a radius, market, or set boundaries to focus on a particular area. It requires access to more than 4.2 million fully researched and continuously updated commercial properties of all classes and types to include information such as sales and rental rates, listing prices, property location, floor plans and amenities, extensive demographic data, traffic count data, mapping and various reporting functions. The system must allow for property sales of all types to be researched, cataloged and verified with transaction principles, noting all property characteristics and reference links to the participating brokers, buyers and sellers.


THIS IS ONLY A SOURCES SOUGHT NOTICE AND IS NOT A REQUEST FOR PROPOSAL (RFP) or a REQUEST FOR QUOTATION (RFQ). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will not award a contract based on this notice and will not reimburse respondents determining if the contemplated nor any cost associated with responses to this notice. Responses to this sources sought synopsis will be used for a Market Survey analysis that will assist in determining if the contemplated acquisition could be conducted under Full and Open Competition. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as result submission of responses or the Government's use of such information.


The North American Industry Classification System (NAICS) Code 518210 applies to this requirement. Size Standard is $32.5.

Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.
