Purpose: By the way of this Sources Sought Notice, the USACE-Omaha District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for upcoming procurements; therefore, this Notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service.

Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Sources Sought Notice.


Intent: The U.S. Army Corps of Engineers (USACE), Omaha District (NWO) intends to pursue award of Design and Evaluation Services for Railroads and Roadways, Indefinite Delivery, Indefinite Quantity Contract for various locations and facilities worldwide. The Government has a need to replace existing IDCs for Architect-Engineer (A-E) Services that are nearing expiration*. The scope of the IDCs is for the Design and Evaluation of Railroads and Roadways, Worldwide.


Work anticipated under this IDC primarily includes, but is not limited to, preparations of plans, specifications, design analysis for the direct design of railroads, roadway pavements, bridges and specialized railroad support facilities; inspection and maintenance recommendations for railroad tracks and bridges; field and laboratory testing of existing railroad/pavement subgrades; roadway inspections and the use/training of personnel on PAVER Engineering Managements Systems for Roadways; site investigations, studies, inspections, load ratings, concept design and construction phase services. Specialized consulting services and engineering studies related to the planning design construction and evaluation of railroads and vehicular pavements. These services may consist of development/update of transportation systems engineering criteria.


*The set of existing IDC contracts for this scope/requirement nearing expiration that require replacement consist of the following two (2) IDCs (contract number, contractor name), each with $4.5M in capacity (total capacity of $9M) and an ordering period not to exceed five years (one two-year base period, plus three one-year option periods). Note below, the new IDCs will have a pooled contract capacity that is anticipated to be approximately $20M for all new IDCs awarded with a five-year ordering period. The exact number of IDCs to be awarded is undetermined at this time.

The estimated average task order is expected to be around $475,000. The North American Industry Classification System code for this procurement is 541330 - Engineering Services, which has a small business size standard of $15,000,000.00.
