This market research is being conducted under NAICS 236220 Commercial and Institutional Building Construction; small business size standard for this NAICS code is $36,500,000.00 in average annual receipt over the past three (3) years. This Sources Sought encourages maximum participation of interested Small Business concerns.


The General Services Administration (GSA) is anticipating procuring the construction of a new 65,000 SF Conference Center Facility that will meet the mission for the US Department of State Office of Emergency Management (OEM) Division. The basis for this facility is to have additional office space, larger training rooms, warehousing and miscellaneous space. The construction shall include Architectural, Civil, Electrical, HVAC, Plumbing, Fire Safety Programs, Audio Visual, Site Landscaping, Telecommunications, Security Cabling and etc. Cost Range is between $25.0M to $35.0M.


If you are an interested firm, please provide: Written Letter of Interest;company brochure or literature (if available); and a Response to the Following Questions (No more than 2 pages). NOTE: All information submitted is subject to verification. Additional information may be requested to substantiate responses.

1. Is your firm a Small Business? If yes, please acknowledge all socio-economic indicators that apply:

2. Is your firm capable of providing New Construction Services for an operational building requiring Architectural, Civil, Electrical, HVAC, Plumbing, Fire Safety Programs, Audio Visual, Site Landscaping, Telecommunications, Security Cabling of a 240+ persons Conference Center? If yes, provide organizational experience as a Commercial and Institutional Building Construction Contractor of at least two similar projects, within the past ten (10) years, each of which is comparable in nature, type, and complexity to the project.


The Written Letter of Interest must contain the following elements, at a minimum:
1. Name and address of company (inclusive of phone and fax numbers);
2. Name and email address of Individual within the company who will be the contact person, if the Government requires additional information;
3. Tax Identification Number, Duns No.;
4. North American Industry Classification System (NAICS) code(s) under which company operates

The Government will review each response and will use the information it receives in response to this source sought notice as a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery.


NOTE: By submitting information in response to this Notice, submitters of such information impliedly consent to the release and dissemination of submitted information to any Government or non-Government entity to which GSA releases and disseminate for review. As such, to the extent that any information submitted in response to this Notice is marked as or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this Notice constitutes consent to such handling and disclosure of submitted information. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.
