This Request for Information (RFI) is for market research purposes and is open to all government and commercial entities that feel qualified to provide ABLTS 4-inch and 6-inch collapsible hose. The Hose Spec (NAVFAC PRF 4720-461-99-2) dated 22 February 2008 is attached as part of this RFI for reference. Naval Facilities Expeditionary Program Office (NEPO) and Naval Facilities Engineering Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) are seeking capability information and a cost estimate per unit length from interested parties in advance of a future procurement of ABLTS Hose. It is the governmentbs desire to designate this effort as a small business set-aside.

THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUEST FOR PROPOSALS, QUOTES OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH THE SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR RESPONSES.

Background:

The Naval Facilities Engineering Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) is the In-Service Engineering Agent (ISEA) for the ABLTS that is a self-contained fuel and water system capable of deploying 10,000 feet of 6-inch fuel hose and 4-inch water hose line from a designated ship to an ABLTS Beach Interface Unit (BIU) ashore.
The hose shall integrate all provisions and requirements stipulated in the above referenced Hose Spec (NAVFAC PRF 4720-461-99-2) dated 22 February 2008. The Contractor shall provide all labor, materials, and services necessary to design, engineer, fabricate, and deliver 4-inch and 6-inch hose.

Description of Request/RFI Intent:

As part of this Request for Information the respondent will be asked to provide their current capability for each task listed below.

1.    Design, build, test, certify, and deliver 4-inch potable water surf zone hose IAW the referenced Specification above.
2.    Design, build, test, certify, and deliver 4-inch potable water remaining hose IAW the referenced Specification above.
3.    Design, build, test, certify, and deliver 6-inch surf zone fuel hose IAW the referenced Specification above.
4.    Design, build, test, certify, and deliver 6-inch remaining fuel hose IAW the referenced Specification above.
5.    Design, build, test, certify, and deliver both 4-inch and 6-inch surf zone and remaining hose in readily available (Commercial Off The Shelf) COTS hose IAW the referenced Specification above excluding section 3.5.2 Color-coding.


Submittal Requirements:

The Government requests that interested parties submit a statement of interest on the Organizationbs letterhead demonstrating the qualifications to perform the defined work.
Responses should be complete and sufficiently detailed to address the specific information discussed herein.

In summary, the Government requests the following information from each respondent:

1.    A Profile to include: (a) Name and address; (b) Brief description of party including the year the party was established; and (c) Names and positions of two points of contact (including title, telephone number and email addresses).
2.    Answers for capability for tasks 1-5 listed under Description of Request/RFI Intent.
3.    A per unit length (150 feet and 200 feet IAW Specifications) cost estimate for tasks 1-5 listed under Description of Request/RFI Intent.
a.    Including any minimum buy and lead-time limitations.

Business Sensitive, Proprietary, or Otherwise Confidential Information:

As information received in response to this RFI may be used to structure future solicitations, if your party chooses to submit any business sensitive, proprietary, or otherwise confidential information, it must be marked as proprietary or restricted data in the response.
Information received from respondents will not be shared with any other respondent. Respondents will not be notified of the results of the market research. Response to this RFI is not required in order to respond to any future requests for proposal/bid/quotation that may follow, but information gathered through this RFI may influence the development of such future requests.

Specific cost information provided shall be used for budgetary purposes only. The cost information is not binding upon any individual or company who responds to a subsequent RFP submittal.
