This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or obligation or commitment by the
Government. Market research is conducted to determine the availability and capability of qualified businesses for the following service: Contractor shall dispose of all commercial, industrial, and community activity waste in accordance with (IAW) all applicable Federal, State, and local laws and regulations. The waste shall be disposed of at a Subtitle "D Municipal Solid Waste" (MSW) landfill located in the State of Oahu, HI and approved and fully permitted by the Department of Environmental Management. The Contractor shall pay all applicable fees associated with disposal.

Areas include Schofield Barracks, Helemano Military Reservation, Wheeler Army Airfield, Fort Shafter, Tripler Army Medical Center, Aliamanu Military Reservation and non-recurring refuse services for Kahuku Training Area, Kawailoa Training Area, Pupukea Paalaa Uka Military Road, Dilingham Military Reservation, Makua Military Reservation, Pililaau Army Recreation Center, Kaena Point Satellite tracking Station, Helemano Military Reservation, Schofield Barracks, Field Station Kunia, Wheeler Army Airfield, Waikakalaua POL Storage Site, Lower Kipapa Ammo Storage, Upper Kipapa Ammo Storage, Kipapa Gulch POL Storage Area, Schofield Barracks East Range, Camp Stover, Aliamanu Military Reservation, Tripler Army Medical Center, Fort DeRussy Military Reservation, and Kapalama Military Reservation.


Estimated pick-up per month for recurring refuse services is 2,587 per month. Pick-up ranges from 1 to 6 times per week.


For non-recurring refuse services, the contractor must also provide 8 cubic yard containers/dumpsters or roll off type containers with a minimum capacity of 40 cubic yards ranging. Nonrecurring services may range from 1 - 100 days.


Recycling - Collection items include paper, cardboard, newspaper, Hi5, Toner, Glass ,Plastic #1-5, Scrap Metal, Magazines. (Please see attached PWS for additional info)
Scheduled areas include Aliamanu Military Reservation, Fort Shafter, Helemano Military Reserve, Schofield Barracks, East Range, Tripler Medical Center, and Wheeler Airfield. Pick ups occur 1-3 times per week. Non Scheduled areas include Aliamanu Military Reservation, Fort Shafter, Pililaau Army Recreation Center, Helemano Military Reserve, Schofield Barracks, East Range, Tripler Medical Center, and Wheeler Airfield. Pick ups range from 1-17 times per year.

The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 562111 Solid Waste Collection. The size standard for NAICS 562111 is $38.5 Million. The estimated start date is 01 JAN 2019. The Government is anticipating a term of base period of 01 Jan 2019 - 31 Dec 2019 plus 4 pre-priced 12 month option years.


The government requests interested parties submit a response which includes a brief description of their company's business size (i.e. annual revenues and employee size, business status, DUNs and Cage Code, a statement that your firm has similar past performance and experience in terms of the scope, magnitude, and dollar amount, Company's business size, and a description of same/similar services offered to the Government and to commercial industries. The Government will use this information in determining its set-aside decision. Interested firms are requested to provide the aforementioned information, along with interest and capability statements no later than 6 July 2018.

This Sources Sought Notice is issued for the purpose of market research in accordance with FAR Part 10. The draft Performance Work Statement (PWS) is posted with this notice and interested parties are encouraged to submit industry comments and/or suggested changes to the PWS. Interested vendors should submit their capability statement in writing, limited to three pages. The capability statement shall be in sufficient in detail to allow Government to determine the organization's related qualifications to perform the work. The statement shall include:

1. A statement of interest in services contained herein
2. A synopsis of the contractor's capabilities and related experience, limited to three pages.

Additional information regarding this requirement will be posted for viewing on FedBizOpps at https://www.fbo.gov/ as it becomes available. Interested parties are cautioned that the draft PWS posted with this notice is subject to change; the formal version of the PWS will be released with the solicitation on a future date. All potential vendors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, SAM, lack of registration in the System for Award Management (SAM) will make an vendors ineligible for contract award.

NOTE: It is the responsibility of all potential vendors to monitor the FedBizOpps web site for release of any future synopses or release of the solicitation.

Submission shall include the subject line Solid Waste Disposal and Recycling Services on the Island of Oahu. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information.
