State of South Carolina

The state of South Carolina is comprised of sixteen (16) judicial circuits. Each judicial circuit is led by a Solicitor, who is a locally elected official. It is the responsibility of the Solicitor to prosecute criminal offenses on behalf of the state. In serving this responsibility, the Solicitor is also responsible for the criminal docket of General Sessions Court. Last year approximately 110,000 cases were filed statewide in General Sessions Court and approximately 26,000 juvenile cases were filed statewide in the Family Courts.

Each Solicitor is independent from the others and runs his/her office independently. As a result, some offices have current case management systems and are quite sophisticated in their use of technologies while other offices are still primarily dependent upon index cards and manual filing systems. The technology environments in Solicitors offices include numerous heterogenous platforms: Unix, AS400, Microsoft, and Novell. Similarly, desktops and laptops run different versions of Windows. Some offices still utilize dumb terminals. This description of existing technologies is for information purposes only.

This procurement is not necessarily to account for every piece of technology existing in these offices, but to provide a case management system for the Solilcitors to efficiently and effectively manage their caseloads and electronically exchange information with other criminal justice agencies and primarily the courts.
