The National Park Service (NPS) will issue a Prospectus soliciting proposals for the award of a Concession Contract opportunity to provide required food and beverage, retail, and boat rental services on and around the iconic National Mall and Memorials and the White House in Washington, D.C. within the National Capital Area.

The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the Concession Contract. The Service has determined that the existing Concessioner is not a Preferred Offeror for the Draft Contract pursuant to the terms of 36 C.F.R. Part 51.


The Service will host a site visit for parties interested in bidding on this opportunity on December 6, 2019. The site visit provides interested persons, corporations, or other entities an overview of the concession operation, along with a tour of the Concession Facilities assigned to the Concessioner under the Draft Contract. Each interested Offeror will be limited in the number of site visit attendees, and all attendees must be over the age of eighteen. Attendance requires a mandatory RSVP to receive the specific information on when and where to meet for the site visit. Anyone interested in attending the site visit must send an email to Chad Tinney, Chief of Commercial Services, at chad_tinney@nps.gov no later than December 2, 2019 at 4:00 pm EST. All RSVP emails must include your name, email address, phone number, and the name of your organization or interested party being represented.

If you plan to submit a proposal in response to this solicitation, you must notify Chad Tinney via email (chad_tinney@nps.gov) no later than 4:00 p.m. Eastern Standard Time on or before February 7, 2020. The Service will not accept proposals from entities that do not provide notice on or before February 7, 2020.

Questions related to this Prospectus must be sent via email by 4:00 pm on December 20, 2019 to chad_tinney@nps.gov.


Any proposal, including that of the existing concessioner, must be received by the Chief of Commercial Services, National Capital Area, National Park Service, 1100 Ohio Drive, Washington, DC 20242 by 4:00 p.m. EST by March 18, 2020, in order to be evaluated and considered for award of the Concession Contract. Proposals may not be hand delivered.

To receive amendments to this Prospectus, please provide Chief of Commercial Services, National Capital Area with your contact information (name, email address, and phone number) at Chad_Tinney@nps.gov or (202) 619-7072. The NPS will send any additional information specific to the Prospectus in writing via email to individuals who have been placed on the contact list. The contact list already includes the Existing Concessioner. Amendment information relative to the solicitation will also be posted to the above mentioned websites.
