This justification and approval is contemplates the issuance of a Sole Sourced contract with PTC, Inc. 140 Kendrick Street, Needham, Massachusetts 02494, in support of Port Hueneme Division, Naval Surface Warfare Center's (PHD NSWC) Sustainment Predictive Analytics and Enterprise Product Lifecycle Management-Integrated Decision Environment (ePLM-IDE) project and Program Executive Office SHIPS(PEO SHIPS)Integrated Data Environment Service Center (IDESC).

The proposed contract is a Sole Sourced effort for access and use of an Integrated Data Environment.  This will satisfy the mission critical Integrated Data Environment requirement for further development and the hosting of ePLM-IDE and IDESC.

PHD NSWC is the Requiring Technical Activity (RTA) and principal agency developing and supporting ePLM-IDE since 2008.  In this capacity NSWC PHD has worked extensively with other government and commercial providers to develop the ePLM-IDE technical requirements. As part of this development use and access to the Integrated Data Environment provided by PTC is mandatory. According to the RTA there are other vendors that have similar capabilities that can provide the IDE. However these other IDE's cannot meet the current requirement due to form fit and function issues per the RTA. In addition use of another vendors IDE is not practicable because in 2011, the RTA was directed by Naval Sea Systems (NAVSEA) Command Information Officer (CIO) and Fleet Readiness and Logistics (OPNAV N4) to use the IDE that was already in place and used by PEO SHIPS, to take advantage of the economy of scale.
