THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-16-G-JT15.
Naval Surface Warfare Center (NSWC) Crane intends to issue a Firm Fixed Price (FFP) type Job Order (JO) under sole source Basic Ordering Agreement (BOA) N0016416GJT15. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with one source, (L3 Technologies, Inc. 640 N 2200 W, Salt Lake City, UT 84116-2925). Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2), only one responsible source and no other type of supplies will satisfy agency requirements. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-16-G-JT15 will remain unchanged.
This JO is in support of PMA-262 Persistent Maritime Unmanned Aircraft Systems and will provide Test Requirement Documents to be used in the development of Operational Test Program Sets for the MQ-4C Unmanned Aircraft System.
The solicitation will not be posted on FedBizOpps, but sent directly to L3 Technologies, Inc. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiation. The anticipated contract action award date is 9 June 2020. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
