The Uniformed Services University of the Health Sciences (USU), located on the Naval Support Activity in Bethesda, MD, intends to negotiate on a sole source basis a one year firm-fixed price contract with four 1-year options with The Informatics Applications Group (TIAG) for a Client Automation (CA) Service Desk customization subscription and CA Information Technology Client Manager (ITCM) customization subscription services.

The Uniformed Services University of the Health Sciences is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense (DoD) and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness.

This requirement will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures, to include FAR subpart 13.5 Test Program for Certain Commercial Items, in accordance with the class deviation titled “Permanent Authority for Use of Simplified Acquisition Procedures for Certain Commercial Items” (DARS Tracking Number 2015-O0004).

Sole source determination is made in accordance with:

(b) Soliciting from a single source

(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

The original purchase order for the CA Service Desk and ITCM Configuration Management Database was awarded to TIAG in 2011. There exist security deficiencies in USUs CA Service Desk system which can be improved by customization work. TIAG is the only provider of CA Service Desk customization services compliant with Department of Defense security requirements, thus allowing USU to maintain DoD network authorization. Customization services will include:

1. Adaption of CA Service Desk Manager to USU business practices using Web Screen Painter (WSP) and Schema Designer;

2. Adaption of the Service Desk Web Client to USU business needs to add new functionality to the implementation of the CA Service Desk;

3. The creation of custom scripts and packages to support the intelligent deployment of software and system updates throughout the USU enterprise network;

4. Support for the implementation and maintenance of CA ITCM, CA Patch Management, and CA Asset Intelligence;

5. Assistance for the design and implementation of software policy creation to automate deployment and patching of USU computers.

 

This is not a request for quotes and a solicitation package will not be issued.  Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified.  A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.  Responses must be received via email (malika.graham@usuhs.edu) by 9:00 a.m. EST on August 22, 2015.
